Depends on what your friend is talking about.
Initially in a PvE campaign you will not have access to all the skills but will unlock them as you progress, elite skills must be captured from the foes that utilise them. If you buy a PvP unlock for your campaign your PvP characters will have access to all skills but still your PvE characters will not. Your second question is way too general to give an answer for please clarify? |

If you buy a campaign, you have access to all the skills in the campaign. However, for PvE characters, you need to buy the skills at a skill Trainer or use a Tome of the corresponding profession.
If you make a PvP character you need to unlock the skill with Faction earned in PvP matches, or first buy/acquire it on a PvE character, then any PvP character you make will have access to it. |

No, when you buy the game Factions you can unlock skills from that game.
But what they mean is you need to earn Balthazar Factions its a PVP currency. Let me explain it very simple: PvE You want a skill, then you need find the right skill trainer to learn that skill Or if you already have that skill on an other character or with PvP then you can use a skill tome. Elite skills are different than you need to buy a skill of capture and need to kill the boss who has that skill. or if you have already unlocked that skill on an other character or with PvP than you can get it with an elite skill tome. PvP You do matches and earn your self some balthazar points, then you go to a priest of balthazar to unlock the upgrades/skills/heroes you need. Im not sure about the heroes without "Nightfalls and Eye of the north expansions" Simple put there are four games. - Guild Wars Prophecies - Guild Wars Factions - Guild Wars Nightfalls - Guild Wars Eye of the North Each of them have diffent skills you can unlock. Eye of the north does not have unlockable pvp skills. |

There are a few normal non-PvE only skills in EotN.
Basically each chapter/expansion/different GW has its own list of skills, PvE characters learn them through out there careers from quests, trainers, or capturing them, the first time any pve char learns a skill/finds a weapon upgrade/finds a rune it will be come forever unlocked on that account. This means any PvP only character will be able to use it and so will any hero. Skills/runes/upgrades can also be aquired through spending balthazar faction which is aquired through PvPing. |
